The e-liquid is pressurized into a jet of liquid containing nicotine diluted in a propylene glycol solution, which in turn is vaporized into steam (not smoke). Since the process does not actually include any combustion (actual burning), no harmful chemicals are burned or produced as a result of the combustion, which is the case with regular tobacco cigarettes.
